Follwing Are Indian Electricity Rules :

1. The supplier should provide an iron clad cutout from all unearthed connections.
2. The consumer using medium, high or extra high voltages should provide his own earthing system with independent electrode and maintain it carefully.
3.Bare conductors used in a building should not
be within reach without the use of ladder or any other equipment and special effort. '
4. Caution notices in Hindi and local language 

Should be affixed to motors, transformers, , generatbrs, H.T parts-X-rays plants and neon signs etc. If several apparatus are in one enclosure, one notice Will do.
5. Before work is undertaken on any electric
conductor or apparatus, it should be discharged by earthing or by any other suitable means. Precautions should also be taken to prevent the same being charged incidently by mistake.
6. Flexible cables used for motors, generators,transformers, electric drills, spray and welding sets and other portable apparatus should be heavily insulated and properly projected from mechanical injury. '
7. A consumer or a supplier must keep fire buckets filled with dry sand and fire extinguisher filled with carbon dioxide to deal with electric fires.
8. First aid boxes or cupboards, equipped with contents as the state government may specify should be provided and maintained in every generating station-enclosed sub-station and enclosed switch station so as to be readily available during all working hours. All’ these boxes should be kept in the charge of responsible persons why are trained in first aid treatment.
9. Instructions for the restoration of persons suffering from electric shock be affixed by the owner, being written in English, Hindi and the local language of the district in every generating station, enclosed substation and in every factory in which electricity is used and in such other premises.
10. No electrical installation work, including additions, alterations, repairs and adjustment to existing installations except replacement of lamps, fans, fuses, switches and low voltage domestic appliances should be carried out in the premises on behalf of the consumer or owner by any unlicensec contractor. It also states that no electrical installation work carried out in contravention of the rule shall be connected with the works of the supplier.
11.Every installation must be periodically inspected and tested at intervals not exceeding five years either by the inspector or by the supplier. The condition of installation be given to the consumer on the prescribed form. The testing fee prescribed by the government is required to be paid in advance by the consumer.
